Part D: Key Naval Equipment
It is prohibited to directly or indirectly sell or export etc. key naval equipment or technology to Iranian persons, entities or bodies or for use in Iran. This prohibition is contained in Article 10a of Council Regulation (EU) No 267/2012. The products concerned are listed in Annex VIB of the Regulation.
Article 10b of the Regulation contains a corresponding prohibition on directly or indirectly providing technical assistance or financing etc. related to such equipment and technology.
Under Article 10c, the prohibition does not include equipment, technology or technical assistance etc. to vessels not owned or controlled by Iranian persons, entities or bodies and that have been forced into a port in Iran or into Iranian territorial waters by force majeure.
Part E: Certain Software
It is prohibited to directly or indirectly sell or export etc. certain software to Iranian persons, entities or bodies or for use in Iran. Under Article 10d of Council Regulation (EU) No 267/2012, this applies to software for integrating industrial processes that is relevant to industries controlled directly or indirectly by the Islamic Revolutionary Guard Corps or that is relevant to Iran's nuclear, military or ballistic missile programme. The type of software concerned is listed in Annex VIIA of the Regulation.
Article 10e of the Regulation contains a corresponding prohibition on directly or indirectly providing technical assistance or financing etc. related to such software.
Part F: Import of Crude Oil, Petroleum Products & Petrochemical Products
Under Article 11 of Council Regulation (EU) No 267/2012, it is prohibited to import into the EU crude oil or petroleum products that originate in Iran or have been exported from Iran. Furthermore, it is prohibited to purchase crude oil or petroleum products that are located in or originated in Iran. The prohibition also applies to transport and financing, including insurance and re-insurance of transports. A list of the products concerned is given in Annex IV of the Regulation.
There are certain exceptions concerning bunker oil in Article 12 of the Regulation. Under the same article, older contracts concerning oil imports can also be fulfilled following notification to the National Board of Trade.
Corresponding prohibitions on imports, purchases, transportation and financing apply to petrochemical products under Article 13 of the Regulation, with a similar exception for the execution of older contracts under certain special circumstances, under Article 14(1)(b). The products concerned are listed in Annex V of the Regulation.
Part G: Import of Natural Gas
It is prohibited to purchase, transport or import natural gas to the EU that originates in Iran or has been exported from Iran. Furthermore, it is prohibited to swap natural gas that originates in Iran or has been exported from Iran. The prohibition, which is found in Article 14a of Council Regulation (EU) No 267/2012, also covers brokering services, financing and financial support, including insurance and reinsurance, related to such activities. Products considered natural gas are listed in Annex IVA of the Regulation.
Article 14a(2) permits certain exceptions from the prohibition for purchases for civilian use in Iran by nationals of EU Member States, for example.
Part H: Gold, Precious Metals and Diamonds
It is prohibited to export or import diamonds, gold and other precious metals to or from the Government of Iran, its public bodies, public enterprises, etc. This prohibition is found in Article 15 of Council Regulation (EU) No 267/2012. The products covered are listed in Annex VII of the Regulation. The prohibition also covers financial and technical assistance related to such products.
Part I: Graphite and Certain Metals
Under Article 15a of Council Regulation (EU) No 267/2012, it is prohibited to directly or indirectly sell or export etc. graphite and certain raw or semi-finished metals to Iranian persons, entities or bodies, or for use in Iran. The prohibition applies to graphite and raw or semi-finished metals that are relevant to industries controlled directly or indirectly by the Islamic Revolutionary Guard Corps or that are relevant to Iran's nuclear, military or ballistic missile programme. The metals etc. concerned are listed in Annex VIIB of the Regulation.
Under Article 15b of the Regulation, the prohibition also covers technical assistance and financing etc. related to the metals etc. listed in Annex VIIB.
Part J: Iranian Banknotes and Coins
Under Article 16 of Council Regulation (EU) No 267/2012, it is prohibited to directly or indirectly sell or supply newly printed Iranian banknotes, newly minted Iranian coinage or unissued banknotes to, or for the benefit of, the Central Bank of Iran.
